Municipalities play a key role in achieving an inclusive energy transition. However, there is a shortage of sufficiently trained personnel. The LLOGO project supports municipalities in strengthening their implementation capacity through innovative learning solutions.

Newly appointed municipal officials, lateral entrants, and internal career switchers need specialist knowledge about the energy transition. LLOGO focuses on developing innovative learning offerings that are closely aligned with practical needs and the societal urgency of this challenge. LLOGO stands for innovative solutions for Lifelong Learning to enable an inclusive energy transition in the Built Environment.

Objective

To support municipalities in their coordinating role in an inclusive energy transition by co-creating regionally appropriate, innovative learning solutions.

Target Group

Municipal officials involved in the energy transition, such as policy advisors, neighborhood coordinators, project leaders, legal experts, and communication staff. The focus is on South Holland, with national scaling and possible expansion to other target groups in sight.

Methodology

The project combines administrative learning networks, learning communities, and modular knowledge units. Everything is developed in co-creation with four educational institutions and municipalities (including via the Association of Dutch Municipalities, VNG) and linked through a learning ecosystem. This ecosystem includes a central ‘hub’ that connects to key contact points within the knowledge partners, enabling supply and demand to be matched more quickly, effectively, and creatively.

Expected Results

A flexible, accessible portfolio of modules and multiple learning communities. Municipal employees will have access to tailored knowledge wherever possible. The growing and diverse learning solutions will be integrated into the regular offerings of educational institutions and the VNG Academy.

Impact

LLOGO contributes to better-equipped municipalities that can collaborate more effectively with residents, businesses, and grid operators. The project lays the foundation for a sustainable learning ecosystem, contributes to educational innovation for lifelong development, and delivers societal impact.
