The General Council is the central level of participation at The Hague University of Applied Sciences and meets with the Executive Board to discuss strategic and overarching issues. Topics on which the General Council has a say include, for example, the annual Framework Letter, which sets out the governance agenda and the broad outlines of financial policy, organisational changes, the direction of THUAS, and the quality of education and research. The consultation structure is organised around five decision-making cycles running from 1 September to 31 August, corresponding to one term of office for the participation. The General Council meets twice a year with the Supervisory Board to discuss current developments within THUAS.

Members

The General Council has 20 seats: 10 student seats and 10 staff seats. Members are elected from the electoral districts of the faculties, the service departments and the Centres of Expertise.

Daily Board

The daily board of the General Council consists of 3 members: the Chair, the staff vice-chair and the student vice-chair. The daily board prepares the meetings, acts as the point of contact for the Executive Board and coordinates with the chairs of the sub-councils. 

Committees

The Education, Research & Student affairs (E,R&S) and Business Operations (BO) committees discuss the intended decisions of the EB with the portfolio holder and prepare the substantive content for decision-making during the official meetings.

Annual Report

Following the appointment of its members, the General Council draws up an annual plan setting out its ambitions and direction, and reports annually in writing on its activities, thereby rendering account to its constituents.
